Crime and Justice Pack won't load

I'm on a new Win 7 system and the Crime & Justice pack comes back with an error message that I don't have a validly installed version of FrameForge (I have version 3 already installed on the computer). Other than the fact that I have FF3 installed on my E partition rather than C, I can't think of what the problem could be.

Any help would be appreciated.

How are you trying to install the pack? Are you using the Tools > Install Expansion Pack menu command from within FrameForge 3?

I tried that, but I don't find the cpack file on the disc.

I'm not clear on how you can not find it. You know where it is, right? If it was a download, make sure the file name extension is .cpack. Web browsers sometimes change file extensions when they download things.
